USMCA and Cross Border Transportation

The prior onset of the formation of our countries, Canada, The United States, and more recently Mexico have always been major trading partners. In 1993, the North American Free Trade Agreement (USMCA) was implemented to trade most goods and services within North America free of taxes or tariffs. Since USMCA’s inception until 2015, cross-border trade between Mexico, the United States, and Canada increased by 125%. Even though cross-border trade within North America is considered “free” there are still many rules and requirements to apply to everything crossing the border. NAFTA Certificate of Origin

USMCA Certificate of Origin

One of the requirements needed for crossing borders in North America is the USMCA certificate of origin. This is the document that the three nations in USMCA use to determine the duty classifications of goods crossing borders within North America. The document needs to be filled out in full by the exporter and legible and in the hands of the importer when the declaration is made. Anyone carrying freight across national borders in USMCA should know if the goods being delivered qualify for preferential treatment. A certificate is required if they do.

One must look at the World Customers Organization reference materials and then at the tariff schedules for the country in question to determine if the cargo receives special trade-related treatment. TWIC Certification

TWIC stands for Transportation Worker Identification Credential. This certification is required for access to secure areas of North American ports (maritime facilities). Certification requires a background check by the United States Transportation Security Administration (TSA). These credentials are required of and limited to port facility works, longshore workers, members of the merchant marine, and truck drivers as people who are granted unescorted access to port facilities.
